Tru-Oil takes about 2-4 hours to dry enough for a second coat. This is longer in humid and cold places, and shorter in warm dry places. After a couple hours, lightly touch the piece. You should be able to slide a finger around without sticking.

Tru Oil is nothing more than a danish oil, and Birchwood Casey recommends 24 hours for the first coat, and 12 hours between coats after that. You didn’t mention whether the handles were raw wood (versus re finishing), but if they were raw wood I would guess your second was too heavy and/or not wiped off.

Can you wax over TRU oil?

Depends if you have a clear coat over the tru-oil. Once waxed, if you need to touch up the tru-oil, wax makes it very difficult to apply/adhere properly. If you have a hard final layer other than tru-oil, wax is probably fine.
